So for a chance at better gear, you need to run LFR until you have no more upgrades available outside of normal/HM raids. To be the most competitive (which is required for many HM fights) you are forced to run LFR. For that reason, I think it should share a lockout. I can appreciate that many people don't have the time to commit like I did.
Since the Blizzard change, both will be stored, and displayed separately by the addon. This is what causes the display of two entries for each LFR lockout, one as part of the regular raid lockout (labeled "Throne of Thunder"), and the other from the special LFR handling code (labeled "LFR: Throne of Thunder").
Please LFR is the worst thing ever and I'm sick of feeling that I have to run it to get a gear edge for normal raiding. Please make it share a lockout so raiders are not forced into the monstrosity that you have created. Since the Blizzard change, both will be stored, and displayed separately by the addon. Ie. Can I run 25 Normal and 25 Heroic in the same week?

This is the reason why ppl want a shared lockout from lfr and flex. Also.
You are right, I completely forgot SOO was a thing. In my mind MoP ended with ToT for some reason.
Loot-based Lockout You can kill a boss as many times per week as you like, but only loot once per difficulty: once in LFR, once in Normal, and once in Heroic. Applies to all raid bosses of the following expansions: Warlords of Draenor, Legion, Battle for Azeroth, and Shadowlands, as well as Siege of Orgrimmar of Mists of Pandaria.

With the new Warlords model, the new "Normal" (previously "Flex") and new "Heroic" (previously "Normal") will not share a lockout with Mythic. Although "Heroic" does not require a clear of "Normal" to unlock, "Mythic" will require a clear of "Normal"/"Heroic" to unlock (when it becomes available a week or so after "Normal" and "Heroic" are released).
LFR (25 players), drops gear ilvl 640; Normal (10-30), drops gear ilvl 655; Heroic (10-30), drops gear ilvl 670; Mythic (20). drops gear ilvl 685, requires a clear of "Normal"/"Heroic" to unlock. How many different attempts at a mount can I have for legacy raids? Say LFR & Normal DS (384/390 ilvl vs 397 ilvl) or even normal DS & heroic DS. LFR and Normal are completely different lockouts. Normal and heroic share the same
You can do flex, lfr and either normal or heroic. You can't do both normal and heroic they share a lockout. (You can switch normal and heroic as you progress but can only do a boss one time per week)
Lockout Types Loot-based Lockout. Used for: All Raid Finder raids, Siege of Orgrimmar Normal/Heroic, Warlords raids Normal/Heroic.

An exception are raids with the raid finder difficulty enabled (Dragon Soul and later). You can talk to the raid's npc and clear the raid finder difficulty as well. It is indeed a possibility that we might make LFR share lockout with normal raids, but it is not something we are planning currently.
Which I still find odd as the only time WoW was growing with any amount of size was when that didn’t happen…

Although "Heroic" does not require a clear of "Normal" to unlock, "Mythic" will require a clear of "Normal"/"Heroic" to unlock (when it becomes available a week or so after "Normal" and "Heroic" are released). LFR during Dragon Soul originally did have a “need / greed” system, the problem was you had people who intentionally “needed” an item even though they themselves didn’t need (as in a gear upgrade) it for a few reasons.
